  <text>Electronic voting machines are insecure, unreliable, and prone to a variety of problems that undermine trust in our elections process.  Optical scanners and other technologies have some problems as well.

The CTO can create a clear roadmap to get reliable, trustworthy, verifiable voting technology into every precinct in America by the time of the 2010 elections.

Additionally, the CTO should employ information designers to create a national standard for ballot designs so that all citizens are ensured the right to a ballot that is clear, easy to use, and reliable.</text>

Computer and Internet literacy is more than understanding how to use a mouse and a web browser.  It also means understanding online social interactions, effectively finding information and people, protecting against fraud and other malicious practices, and thinking critically about the information discovered on the Internet.

Computer and Internet literacy should be taught in childhood education, and in continuing education for adults who are coming online.  As the Internet becomes an increasingly powerful tool of modern business and culture, we also have a increasing responsibility to help ensure Americans know how to use it effectively.</text>

  <text>Most of government agencies use outdated computers with outdated software. In some cases, it is Windows 2000 and MS Office 2000 with respective hardware. Upgrading to modern equipment will increase productivity of government officials as well as reduce their health problems such as eye fatigue because CRT monitors with 60Hz refresh rate are the day before yesterday.

Such a modernization plan will also require adequate training for the government staff as migrating to several generations of software ahead will create quite a steep learning curve. While this plan is rather costly in the short run, it will also create the much needed jobs for computer manufacturers as well as skilled trainers. In the long run, government productivity and total processing capability will increase.</text>
