<text>More and more American broadband companies are imposing restrictive bandwidth caps on their users. This hurts the development of the internet, it hurts businesses that depend on digital distribution to sell their product, and finally it hurts everyday Americans who use the internet for learning, to earn a living, or to entertain themselves with the media of tomorrow.

ISP's argue that a mere few consume the most bandwidth, and therefore all should be punished with restrictive monthly caps on their usage. This is wrong. The internet is growing and expanding. Video is everywhere, online gaming is an industry unto itself, and internet appliances are finding their way into more and more American homes. Americans everywhere are enjoying richer more prosperous lives because of the rise of the modern internet.

What is the respone of the large Cable/DSL providers in America? STOP IT! SLOW IT DOWN! CEASE AND DESIST! NO! NO! NO!

Please do everything you can to restore the promise of the internet, and stop companies who failed to invest in the American internet infrastructure from robbing their customers of the many benefits of a free and unlimited internet.</text>

<text>Much like barackobama.com and change.gov are places to connect with the campaign and the transition team, the CTO could make it a top priority to create a site that allows the executive branch to have a conversation with the country and constituents:

1. Allow commenting on high-profile issues, complete with proposals, moderated discussion forums, perhaps moderated chats.

2. Structured discussion about legislation on the president's desk: encourage the Senate and the House to interconnect with this process as well.

3. Expose the issues that the government's departments are working on: surface to the web not just the issues the president is working on, but also the smaller issues the agencies under the administration's control are dealing with.

4. Create a document repository: as much as possible, allow easy access for citizen journalists to look through governmental data without needing to file FOIA requests.

5. Encourage all executive branch political appointees to blog and interact with their fans: if every agency had its corner of a social network, there would be people from around the nation who would gather around these profile pages and interact with the agencies.

In general, build a new kind of a social network for government: one where the profiles are for people in governmental positions, and the people they serve.</text>

<text>Create an official government website that will allow the people of the United States of America to suggest and vote for priority on items that they wish the chief technology officer (CTO) of the United States of America to address. ObamaCTO.org is an excellent step in the right direction, and deserves to be officially implemented by the government.

Implementation of the official website must include security and safety measures to prevent tampering or unfair manipulations of votes or suggestions, just like any official election.

Considerations should be made to ensure that any American citizen can access and give their input to the website, not just those who own personal computers and have easily accessible internet access.</text>

<text>Require all internet service providers (ISPs) to make all information regarding bandwidth caps and limitations easily accessible to the general public. All limitations should be clear both before a user signs-up with an ISP and while the user is in a contract with the ISP.

Details of bandwidth limitations should include any special limitations that depend on the type of data, the protocol, or the remote website or network. For example, any special limitations for streaming video or torrents must be include. Any limitations of email messages or other messaging protocols must be included. Any limitations that are specific to another website or network must be included.</text>
