support the development of Nanotechnology
By facilitating the development of Drexlerian Molecular Nanotechnology (DMNT), no end of good may be accomplished. The transformation of waste is perhaps the oldest preoccupation of Man.

Develop a system for blind trust donations to candidates
The problem with money in politics is not that there's too much of it, it's that recipients of the money know who gave them the money. The CTO should develop a web-based system for blind-trust donations to political candidates. Donors would have no way of proving that their money went to a specific candidate, breaking the quid-pro-quo link.

Affordable housing, keep community alive, not big business!
Community members who have lived in big cities and their surrounding areas are now being priced out! Please create policies around building spaces to ensure a neighborhood's vitality, rather than displacing these long time community members for transient businesses and their employees who are not invested in maintaining an area's culture or neighborhood make-up.

Establish the "gov cloud" for commodity computing
Why keep separate email servers across Federal government? Why keep data servers in downtown DC, some located in a flood plain? Why not centralize management of, and provide ubiquitous access to: email, portals, collaboration sites, expertise profiles, etc.?

Outsourcing is the root cause of all the problems. Put limits on outsourcing of manufacturing jobs to China and high paying computer jobs to India.

Make whitehouse.gov a place to connect the people with Obama
Much like barackobama.com and change.gov are places to connect with the campaign and the transition team, the CTO could make it a top priority to create a site that allows the executive branch to have a conversation with the country and constituents:
Allow commenting on high-profile issues, complete with proposals, moderated discussion forums, perhaps moderated chats.
Structured discussion about legislation on the president's desk: encourage the Senate and the House to interconnect with this process as well.
Expose the issues that the government's departments are working on: surface to the web not just the issues the president is working on,…

Do away with the credit score system
It seems the system we use is highly flawed. There's always mistakes on the reports, and no real way to fix them. My credit report still dosn't have my correct address on it.

Allow students greater access to unrestricted information
Right now students are extremely limited to what they can can cant do on computers at school. if we want a truly free, open, and modern society, we need to make all types of information available to students (including Pornographic materials). we can grow as a society until we can cast off our social taboos and accept the human body as what it is. a fantastic piece of machinery that evolved over millions of years.

Overhaul the CIO Council (www.cio.gov) to represent mission
The Federal CIO Council needs to become a transparent , vibrant, accountable, trusted, outreach-focused working group that partners with agencies to efficient;y and effectively use technology to support their missions and ensure customer satisfaction, much like what happened with Web Content Managers via www.webcontent.gov . The CTO and CIO roles need to have a more grassroots focus and multiple inputs and ideas that will naturally align with the business needs and policies of the government.

Accelerate a national electronic health information network
Natural disasters like Hurricanes Ike and Katrina, and heinous crimes like 9/11 have demonstrated the incalculable value of electronically available secure health information. Private sector ventures like Microsoft's HealthVault and GoogleHealth have paved the way by addressing and mitigating privacy/security concerns. It is way past time to take this to scale.

Create a web UI for all levels of government
Government needs a user interface - not just the federal level, but state and local as well. The user interface should not only allow access to all services, but should provide information resources, including ongoing work by legislators and city councils, and the ability to discuss ongoing issues among citizens and with representatives in a public forum. It can be up to each locality to adapt it to their circumstances.

Automate the transportation system.
The transportation system in the United States is a nightmare. It causes people more grief than anything other than the health care industry.
It is not unrealistic to think that more than 50% of urban-metro transportation could be automated within 20 years.
Doing this would save countless lives, improve quality of life dramatically, and make much more efficient use of energy.

Add Political Robocalls to DoNotCall.gov (do not call list)
Political robo calls are now exempt from the DoNotCall.gov and most state do not call registries.
As we all experienced, robo calls are now the spam of the telephone. PEW reported that 81% of Iowa voters received them in 2007 and 60% of all voters received them in 2006.
It is easy, just add political calls to the do not call registry.
Do it now.

Require a social site for each Congressman/Senator
Each Congressman/Senator should make policy ideas available for comment and available for suggestion in their local constituencies using UserVoice
Each Congressman/Senator should twitter their most recent meetings/discussions with links to relevant policy, articles, bills, etc.
Each Congressman/Senator should be required to explain their votes in their blog with a meaningful and useful rationalization of their decision.
More transparency and communication..
