  1. Agencies have not followed standardardized policies and procedures in acquiring IT resources due to internal conflicts in correctly defining requirements and political infighting. This has resulted in IT acquisition failures and budget excesses. The CIO/IT acquisition function has often been relegated to an administrative level, with little or no power to control the acquisition process. The CTO/CIO function needs to be at the Secretary level, working directly for the national CTO, to ensure standard practice in acquiring and implementing IT systems.

  5. Contract the folks @ Better Place and fund infrastructure for electric vehicles.

    • The grid could begin in and around the LA and NYC areas, spread up and down both coasts, and then spider web its way across the continental US via the insterstate highway system.

      • Also, the construction would help the ailing job market.

    Measures such as these would IMMENSELY reduce our dependence upon foreign oil as well as help the economy and the environment.

  6. This act will allow companies to start using whatever digital works they find online with "adequate effort" put in to finding the creator of this work. After such a time they can just use the digital work without paying the artist.

  7. Net Neutrality is misunderstood. The key is this: A company should not be both an ISP and a copyright holder. Time Warner is both an ISP and the owner of HBO. It's a conflict of interest that undermines the company's inclination to treat other content owners fairly. Time Warner, Comcast, etc should divest themselves of their ISP businesses to eliminate conflicts of interest.

  8. Its a great step in the right direction to have this Web site and take user feedback from all the people. What is also needed is a reporting mechanism by which government updates what it is doing about these ideas. Which one's are being looked at? Which one's have good chances of being implemented? A quarterly report will be good to have.

  10. Most of us don't realize or are simply unaware how much energy we waste by keeping TVs, computers, heaters and air conditioners on even when not needed. Its not only a waste of energy and money, but it has a big impact on our energy production machinery and global climate. We can reduce dependence on foreign oil and thus stop funding terrorism if we are more efficient. People need to be educated and I am sure they are smart enough to realize the benefits of efficiency.

  14. There will always be remote communities that will be difficult to provide with a high bandwidth. I suggest crawlers that will cache the most frequently accessed web pages and broadcast them over satellite.

    In remote communities a single antenna could receive the broadcast and store the cached content on the server for whole community to access. Non-cached content could be downloaded through landlines.

    Another change to the internet could be scheduled downloads (on request) to servers in low demand periods with expiration date and time.
