  2. Using traditional pots for phone installs limits those locations (especially in rural areas) to dialup. Fiber can always be used for high speed bandwidth down the road.

  3. Ensure that companies like Microsoft can not flood the market with their products and charge ridiculous prices for software just because they know everyone will need to purchase it. Microsoft's policies need to be examined. Just because a majority of the computing public uses their products, doesn't mean they should charge extreme prices to students and schools for their products.

  6. We need an integrated economic- environmental- social strategy for government -- and preferably across all three sectors (business, NGOs and government) -- that tracks human, social and environmental results with an overall performance scorecard.

By measuring these quantifiable improvements – and how they drive economic vitality – an Obama administration could better track the "ROI" of programs, budgets, tax incentives, regulatory choices, and cross-sector incentives to stimulate an improved society.

If the government shifts its focus to managing outcomes (such as reduced cost per mile driven for vehicles) instead of picking and choosing "winners" (like ethanol subsidies), then we could…

  8. Nationwide road pricing would replace the fuel tax and return funds directly to the communities where people are driving. Nationwide road pricing would fund all road/bridge/tunnel and public transit infrastructure development.

  10. Great strides towards broadband accessibility are being made in many communities. In fact, such a proposal is getting many votes on this site However, we also need to make sure that the devices to use Internet resources are available. Libraries and other public access sites are helpful, but most of the new technologies work best when access is ubiquitous. Having affordable mobile technologies that allow even the most economically marginalized to use Internet resources is essential for an inclusive society and for leveraging the gains that have been made with broadband access.

  11. ISPs and owners of large networks (hosting companies, colo facilities, Military networks, large corporations) should have an established method of escalating incidents between each other.

Any company with a minimum network size of ____ IPs is required to register. Only registered members can escalate between each other, ensuring that each complaint/escalation is properly formed.

Anyone reporting an incident would provide proof (logs, urls, etc) as necessary.

Depending on the reputation of the reporting entity (i.e. military vs. small ISP), automated action can be taken against the offender(s)

Volunteer organizations, corporations, and other good netizens can join the fight against botnets,…

  13. We need long term taxation policies that businesses can plan around to motivate new energy technology and its deployment, and we need to stop subsidizing energy technologies we should stop using.

  19. The push for a 21st centruy government hits a wall with knowing just who is at the other end of the connection. It is hard if not impossible to file for many government benefits or services at state, local and federal level because of the inability to clearly identify who the parties to the transaction are. A shift to secure online government services at a certain level requires some ways to address the citizen authentication issue in order to protect their privacy and avoid fraud. Can we do this while avoiding "big brother"?

  20. In order to insure that all people have access to the vast information the web provides, the CTO should work to create WiFi available to all people on all platforms. We have WiFi hot spots in major cities, but it is time that we expand this to all areas. WiMax technology exists, but it needs to be capitalized and used to insure that all people have access to the information. With this we can finally have a well informed society. No longer will the major cable companies have a complete monopoly over the broadband industry. The internet should not only…
