  1. Most computers purchased in the US today are manufactured with no US labor and have little or no US manufactured content. Require that within 24 months, 49% of all new technology systems purchased by USG be manufactured within the US. Also require that USG only acquire technology (software or equipment costing than $500 USMD* ) that has at least one US supplier that can be produced 100% with US labor and supplies.

    • US Millennium Dollars - An inflation adjusted currency equivalent to the value of $1 US Dollar on Jan 1, 2000. $500 USMD would equate to $635 USD today.…

  2. The CTO should develop strategies for enabling business to improve job growth, efficiency and security within the US by implementing a National Library Database (NLD) of all business entities and National ID (NID) for all persons. Examples of how NLD and NID can be used to foster growth include:

Linking professional certification information with business IDs, and online service history - Today, it takes far longer for a small business to establish a reputation with the government than it does at eBay and the quality of the reputational information on file with the government is probably less up-to-date and less…

  4. Given that the USG CTO's primary mission is the development of Infrastructure and Strategy, the Departmental CTOs should focus on Operations, particularly efforts to consolidate, design, engineer, test, communicate, implement, monitor, maintain and improve operations in support of the respective USG Department. The USG Department and USG CTO missions are complimentary. Departmental CTOs will be expected to efficiently meet the objectives of their Department by leveraging strategy and infrastructure improvements from USG CTO.

  5. USG CTO should operate under the premise that:

    1. Ninety-Five Percent (95%) of all innovation needed to fulfill the USG's mission has likely been initiated.

    2. Expect that within the realm of USG Departments, commercial concerns, and US higher education institutions, the key components of an effective technology strategy have already been considered, prototyped and and in many cases deployed,

    3. The primary goal of USG CTO must be to prune an overgrown forest of ideas and from it define a coherent, broad, yet practical technology strategy that addresses the full scope of challenges facing USG,

    4. When Innovating, the CTO should focus like…

  6. Create a donation area that lists the government departments. Allow donations to these areas. Sub-categories could also be listed to allow more targeted giving. This will all people to support their special interests and remove some of the current budget burden. In addition, it might also remove, though not eliminate, the need to find more creative ways to tax. It does not have to be tax deductible because that would actually lessen what was given.

  12. The decisions for funding biomedical research proposals at the NIH and elsewhere is made by 'study sections', small panels of experts who travel periodically to Bethesda and work in private in a quasi-democratic way. Making decisions on the distribution of our tax dollars more transparent and democratic would be helpful and speed progress, though participants would still have to be vetted. This would have the effect of making decisions evidence-based and rational, and reduce the influence by political appointees. Bush appointees set priorities in a faith-based fashion, reducing research on subjects like reproductive health while emphasizing study for topics such…
