  1. How about instead of fixed number of points, you index them to the number of posts, or the number of registered users, or something dynamic rather than static? There are way too many good posts on this site I'd like to be able to vote for.

  3. All federal agencies use one or two common systems for each major function -- one human resources system, one learning management system, one performance and compensation system, etc. Get all agencies to report data using common standards.

  4. Use Linux, BSD, Solaris, MAC, anything but the unsecure Microsoft Windows (XP, Vista, 2008 Server...) O.S. that is the foundation for botnets and other criminal hacking activity. Anything of mission-critical importance or of a super confidential nature does absolutely not belong on a Microsoft Windows computer.

  8. There are millions of malware infested PCs in the world, and many of them sit on US ISP networks. These bots do all kinds of damage to the internet. They are responsible for most spam (outbound port 25) and they are capable of inflicting crippling denial-of-service attacks, sometimes even on entire countries. It's a national security issue and can be controlled a lot better than it is now.

  10. A CTO will not have power over courts, legislation and executive orders. A CTO will have power over how government uses technology- so bring your expectations down to earth, and ask for things like more transparency in Federal government and use of open standards in federal communications, documents, etc.

  16. Many or most large corporations are using off-shored IT resources because they are cheaper. They are also hiring a lot of foreign H1B-visa employees, claiming that similar expertise cannot be found in the U. S. work force. This is a blatant misrepresentation; there is plenty of expertise, but it costs more. Use of H1B's for jobs which Americans could fill should result in a higher tax burden.

  17. We must be able to submit any government form online and be able to track its progress through the review system. This will improve processing times and reduce costs as all the information will be already electronic with no data entry required. Also, citizens will be able to oversee the process and be able to resolve any issues faster as there will be no reliance on snail mail.

  20. Our children no longer want to be scientists and they think math is for nerds. Create some initiatives to make science cooler for young children. Create some programs in elementary schools to get kids interested early in science and technology.
