  3. Currently websites tout lots of organizational bragging and announcing initiatives. Use them to deliver service and make them an integral part to meeting the agency's mission.

    If you are homeless, can you find shelter using the HUD.gov website?

    If you have no health insurance, can you get it via HHS.gov?
    Can you find out if you are eligible for welfare from HHS.gov? If you are eligible, can you apply online?

    Currently, the answer to these questions is no. Try searching on "welfare" on HHS.gov. You get lots of studies and research...nothing useful to the person who needs some financial assistance.…

  5. While security and privacy are important, there needs to be more of a balance to weigh risks against benefits. There has been too much fear to use technology to dramatically improve government service.

    Let improved service lead what government does in technology. Technology is the means, not the ends. The new CTO should be passionate about improving government service, and should determine best ways to use technology to do so

The goal of this bill was to cut waste just like you, Barack Obama, spoke about when you mentioned the waste associated with 3 point data entry. HIPAA's privacy issue was about encryption methods for this digital data, not more paperwork to sign at an office we associate HIPAA with.   9. People shop frequently online, but the products they desire might be just a few blocks away. If there is a system for locating the item by essentially geo-tagging inventories using bar scanners one could locate anything with a UPC code. If UPC barcodes had a global management system people could reliably know how to locate any item by distance and even price. Possibly even know if the item is in stock.

    This would be saving on shipping, help all merchants get visibility if they carry the product, and balance unfair pricing.

  15. The intentional invasion of privacy and theft of personal digital property should be a felony and carry a mandatory prison term. Intentionally writing and distributing, or intentionally causing to be distributed, spyware programs should carry stiff penalties. And offering to sell a cure, for an infection you created, should be punishable by 10 years to life in prison without possibility of so much as a dial up conection.
