3. Use government web sites to meet agency missions

   Currently websites tout lots of organizational bragging and announcing initiatives. Use them to deliver service and make them an integral part to meeting the agency's mission.

   If you are homeless, can you find shelter using the HUD.gov website?
   
   If you have no health insurance, can you get it via HHS.gov?
   Can you find out if you are eligible for welfare from HHS.gov? If you are eligible, can you apply online?

   Currently, the answer to these questions is no. Try searching on "welfare" on HHS.gov. You get lots of studies and research...nothing useful to the person who needs some financial assistance. This is the case in almost every agency.

   CTO should set up a system where each agency must identify the top 5 (tip 10?) services the public needs most from that agency, and make sure they can learn about them and complete those tasks online. And senior officials should try that process onlihe themselves --- is it easy to find? to understand? to complete?

5. Use technology to dramatically improve government service

   While security and privacy are important, there needs to be more of a balance to weigh risks against benefits. There has been too much fear to use technology to dramatically improve government service.

   Let improved service lead what government does in technology. Technology is the means, not the ends. The new CTO should be passionate about improving government service, and should determine best ways to use technology to do so

The goal of this bill was to cut waste just like you, Barack Obama, spoke about when you mentioned the waste associated with 3 point data entry. HIPAA's privacy issue was about encryption methods for this digital data, not more paperwork to sign at an office we associate HIPAA with. The act itself was called the Administrative Simplification Act.

9. Connect UPC barcodes and the Internet

   People shop frequently online, but the products they desire might be just a few blocks away. If there is a system for locating the item by essentially geo-tagging inventories using bar scanners one could locate anything with a UPC code. If UPC barcodes had a global management system people could reliably know how to locate any item by distance and even price. Possibly even know if the item is in stock.

   This would be saving on shipping, help all merchants get visibility if they carry the product, and balance unfair pricing.

   Pricing accountability is no different then online shopping -- there is no trickery and a general structure is now in place for stores to serve their community.

   Beyond the benefit for all consumers there are good reasons it would inspire the government to step in with this sort of product responsibility. At the very least this could be used for tracking down products that need to be recalled.

    For years wind, turbine proposals have been hindered due to their effects (both real and perceived) on Air Traffic Control, Air Defense, and weather radars. The wind turbine industry is frustrated because there is not a predictable process in the federal government for evaluating and approving new wind turbine proposals. Turbine companies have been known to go bankrupt because they spent much money siting a wind turbine farm, only to find at the last minute that their location is unacceptable due to the effects on radar. Development of a structured government evaluation criteria to determine early in the planning process the possible effects has been wrought with problems. The wind turbine industry and the Dept of Agency have jointly identified this issue as one of their five biggest wind turbine concerns. The CTO should designate a wind turbine-radar Czar, who would be chartered with developing an evaluation criteria, considering the needs of all the interested government agencies and the wind turbine industry. Also, this Czar would be chartered to identify possible mitigation technologies and manage a program to implement them.

    The intentional invasion of privacy and theft of personal digital property should be a felony and carry a mandatory prison term. Intentionally writing and distributing, or intentionally causing to be distributed, spyware programs should carry stiff penalties. And offering to sell a cure, for an infection you created, should be punishable by 10 years to life in prison without possibility of so much as a dial up conection.

    Informed is empowered, but only if the basic information is accurate. The internet can be a powerful tool to help us citizens take better care of ourselves, and be informed participants in our own medical care. Our health is too important for us to continue relying on google, and thus website popularity/visibility, to provide the most credible and up-to-date information. Please create a website or series of websites providing health information and forums for discussion that will be useful to experts and laypeople alike.

    Also, please address the enormous financial obstacle that increasingly restrictive scholarly publishing systems pose to health research; scientists have more and more difficulty accessing work of peers past and present relevant to their research because their supporting institutions are forced to drop increasingly expensive journal subscriptions. 'Free' abstracts provided online can be misleading, or downright inconsistent with the findings of the full paper. This financial barrier to the dissemination of research results slows even further the progress of life-saving drugs and innovations from basic to applied to tested to certified and finally to the general public. A pipeline that takes fifteen years to deliver a promising new drug to patients who desperately need it is a pipeline that takes too long.

    Quality health information needs to be available to the public and to those who are involved in the health care system; it needs to financially and physically accessible; and it needs to be disseminated in an acceptable fashion, i.e. in a way that is culturally, gender and age appropriate and consist with medical ethics. Please coordinate with national and international health organizations and medical professionals to make these ideals a reality. It would have an extraordinary impact on the quality of health in this country, and would inspire similar efforts around the world.

    We lead the world in technology. What powers our technology? Energy! One of the reasons we have been a world leader in technology is because we have had inexpensive sources of energy.
