Create HIT Guidelines and Progress Indicators for all health care entities receiving federally funded dollars. Guidelines should be based around improvements to IT infrastructure, with patients access to quick affordable care being the key outcome. I would call the whole initiative "IT-Health" and Promote it as "Healing the Health Care Nervous System"

Install webcams in Congress and Other Government Buildings
I would be great to be able to always be one click away from live feed from Congress--quality live feed with quality audio. This would increase the public's involvement with, and awareness of, their government.

Decrease The Digital Divide
Every man woman and child regardless of race should have access to the Internet. Increase access to lower income and rural areas to give access to the residents in order to lessen the divide. Increase government Internet initiative programs educating citizens of about the benefits of the Internet and engendering participation in the community at large.

Implement long term applied research
We need to encourage long term research and innovation with patient capital. Venture capital only funds projects which can turn a profit in a fairly short time frame.
We need more businesses with creative solutions to world problems. With the demise of industrial research labs (for example, Bell Labs) there are few places with a critical mass of long term thinking creative types. Universities have smart researchers, but frequently they are not interested in collaboration with industry or in providing practical solutions. Collaboration across diverse fields is difficult in the University setting because many researchers are extremely specialized.

Medical marijuana users are't criminals, stop prosecuting!
Honestly, I could care less if I ever got to smoke marijuana in my life, but I do care that thousands of people each year are being arrested after using the worlds safest and most natural drug for their illnesses including: cancer (chemotherapy), AIDS, nausea, fever, glaucoma, Crohn's, migraines, etc.
Medical marijuana patients are NOT criminals, stop wasting the justice department's resources by prosecuting and incarcerating those who use it.
Simply moving the drug to schedule II (even though I believe it has a very low chance of psychological dependence) would solve so many issues.

Create Americorps-type "IT Corps"
Work with educational institutions, The Corporation for National Service and nonprofit organizations to form a "TechCorp" so that young IT professionals can offer their talents to enhance and enrich community life through technology support, development and innovation.
For one year service, provide a similar grant/loan forgiveness package like Americorps currently offers.
If applicant services two years---provide additional training and offer incentives for them to earn advance applicant status similar to veterans status for government jobs. Building this corps over the next decade, use these folks to to replace government IT contractor services--- which are inevitably overpriced and often under-deliver.

Work with educational institutions, philanthropy groups and nonprofit orgs to collect and publish data on the status and role digital technologies play in:
a. the delivery of social services
b. client advocacy
c. organizational sustainability
d. issue advocacy
e. volunteerism
f. hiring practices
g. board appointmentsPublish this data similar to genome project so that service providers, funders, and IT professionals can address IT issues locally and nationally across a spectrum of service, advocacy, and community building and enrichment activities.

Global Warming
A farmer in Somalia needs your help to feed his family and help you to address a global issue - global warming. Net for neutrality, jobs, education, voting & free access
The internet has the potential to be an amazing means to right the wrongs of the past and remain an agile society faced with resource depletion.
Network transmission must be kept free, open, and unbiased - that makes the rest possible. National effort must be put into solving some of the employment crisis by hiring people to build free access hardware, educational materials, independent media, governmental transparency, and bring it all back together with Democracy 2.0 online.
