A Mac Nation
This is a time for change. It's time to forget Windows PC machines and all their problems and switch the Federal government over to Apple's Macintosh computers. Everything will be more secure and work as needed when needed.
I also recommend the CTO to make the Federal government totally digital, why kill trees when we have such high-tech technology.

Mandate adult websites register with filtering groups
Currently child protection and pornography filters must search the web to find content to block. Protect kids and help others who don't want to view this content by mandating that all adult themed websites register as such. There can be an open registry that is only available to organizations that use the list to create child filters. This would also prevent other illicit activity from occurring on the sites.

Increase the number of H1Bs for highly-skilled foreigners
The CTO should work with tech companies already promoting this idea to convince Congress to increase the number of H1B visas available annually for highly skilled foreigners. These individuals are coming to the U.S. for college, but are leaving because the government won't give them visas to stay and work at our high tech companies. American competitiveness was built with the help of highly-skilled foreigners (Einstein!), and now we're losing that edge because of backward immigration policies.

Reward Technological Improvements program
Reward any American citizen that can come up with an idea to reduce costs in any government program with the use of technology. Once the proposal has been vetted and proven by a research panel or technology board the citizen would receive 10% of the amount saved for one year above the costs of implementing that technology.

Lower the cost of High Speed Internet Access
Tax pornographic and gambling sites. Those revenues will directly go toward lower the costs of High Speed Internet Access for ALL Americans. These kind of sites use the majority of the nations bandwidth, I suggest the pay for it's usage and help lower costs for the rest of us.

nationalize tools for goverment, such as a purchasing system
Government agencies are rife with waste and duplication of effort. Do something remarkable at the national level that will benefit everyone down to the smallest local levels.
Creating a web-based bid & purchasing system is just one example of a system that stands to reap great rewards for the people by consolidating.

Break up Microsoft into MANY small Companies
Microsoft has repeatedly violated the Sherman Antitrust act over the last 30 years. This is unacceptable. This monopoly does nothing except stifle innovation. Small business is the key to innovation in this country. We are 30 years behind where we would be in terms of technology because of Microsoft. The Obama CTO needs to do everything in its power to break up and disband Microsoft.

Ray Kuzweil is a leading inventor, business man, investor, and futurist. He understands exponential change like few others do.
Kurzweil could help get our technology and science policy back on track. He has made his money by being able to see where tech will be and start working on the software side way before the hardware is ready. His most recent invention is a reader for the blind the size of a cell phone.

viruses as a terrorist act
Viruses, malware and spam cost America more in time and money than any other single act of terrorism. True, there is no loss of life which is the true cost of terrorism. But it still seems like a good idea.

Breaks up the monopoly that cable companies have.
Most cable companies operate in areas that there simply isn't any choice but to use their service (or not use the internet at all). This needs to stop. Allow me the choice to have other companies come in and provide service to the areas (or force them to if there is some price fixing happening). I'd like to be able to pick my provider and not have to resort to dialup.

Not Spend My Money
So many suggestions here have high costs associated with them. It's always nice to vote with "other people's money" but any CTO needs to realize that the American People pay for any program and NEEDS should be considered but WANTS should be immediately discarded.
