Legislation & future infrastructure for self-driving cars
Start looking into the future, because self-driving cars are going to be a reality. Look into creating legislation on who can own and operate these cars. Once this becomes a reality in the U.S., new laws and new forms of insurance will have to be created. Will these vehicles have a manual override feature? Mark my words this November 13rh, 2008; the self-driving car will be a reality that we may not be ready for.

Pass Law: ISPs cannot hold rights to content
Net Neutrality is misunderstood. The key is this: A company should not be both an ISP and a copyright holder. Time Warner is both an ISP and the owner of HBO. It's a conflict of interest that undermines the company's inclination to treat other content owners fairly. Time Warner, Comcast, etc should divest themselves of their ISP businesses to eliminate conflicts of interest.

Create standard software applications for schools
There are thousands of school districts across this country that pay to build or implement software tools for things like report cards, online coursework, progress reports, student information systems. Why not create a standard application that is useful and effective and allow all schools access to it for free. It will save them from spending money on software and they can instead spend it on their students.

Report what government is doing about these suggestions
Its a great step in the right direction to have this Web site and take user feedback from all the people. What is also needed is a reporting mechanism by which government updates what it is doing about these ideas. Which one's are being looked at? Which one's have good chances of being implemented? A quarterly report will be good to have.

Paper ballots, marked by the voter, can be machine counted and hand verified. Transparency from start to finish, and reproducible, audit-able results should be non-negotiable.

Remove ALL travel restrictions on Americans
As an American, I feel I have the right to go wherever the HELL I want to go. If the State Department wants to issue a warning about the instability of an area, that's fine, but don't tell me where I can't go, because I'm going to find a way around it somehow. Where there's a will, there's a way.

Make whitehouse.gov a place to connect the people with Obama
Much like barackobama.com and change.gov are places to connect with the campaign and the transition team, the CTO could make it a top priority to create a site that allows the executive branch to have a conversation with the country and constituents:
Allow commenting on high-profile issues, complete with proposals, moderated discussion forums, perhaps moderated chats.
Structured discussion about legislation on the president's desk: encourage the Senate and the House to interconnect with this process as well.

Require Houses of Worship to have complaint cards
Too many community religious leaders tell their congregations to vote for a political candidate. Broadcasters have equal time rules. Isn't a religious leader a broadcaster to some degree? There should be postage-free cards at every religious organization that could be mailed directly to the Internal Revenue Service if someone witnesses a religious leader endorse a political candidate. The person making the complaint should have the option of being anonymous. If Broadcasters pay taxes, churches should have to also. Each card could have a bar code to identify the church. Raise awareness regarding energy consumption and wastage
Most of us don't realize or are simply unaware how much energy we waste by keeping TVs, computers, heaters and air conditioners on even when not needed. Its not only a waste of energy and money, but it has a big impact on our energy production machinery and global climate. We can reduce dependence on foreign oil and thus stop funding terrorism if we are more efficient. People need to be educated and I am sure they are smart enough to realize the benefits of efficiency.

provide that ISPs can operate on the same fiberoptic network
Consumers should be able to purchase packages from ISPs/Cable companies that transmit over the same grid or fiberoptic network, to allow direct competition that is not restricted by expensive infrastructure construction, which is a limiting factor for any new telcos.
This should help prevent monopolistic exploitation including price increases without any change in cable quality or programming, or internet speed.

More and more American broadband companies are imposing restrictive bandwidth caps on their users. Extend range of Paratransit services past county boundaries
Disabled people are limited to commute within our county's Paratransit service borders, which limits us to job opportunities, and/or social activities to within our own county.
Paratransit services should extend into adjacent counties, and if a county within one state borders a county within another state, the disabled passanger(s) should be able to cross state lines in either direction with just one Paratransit service instead of having to transfer / make double reservations with another State and County Paratransit service (if it exists at all in the other state's county).

Changes to Internet
There will always be remote communities that will be difficult to provide with a high bandwidth. I suggest crawlers that will cache the most frequently accessed web pages and broadcast them over satellite.
In remote communities a single antenna could receive the broadcast and store the cached content on the server for whole community to access. Non-cached content could be downloaded through landlines.
Another change to the internet could be scheduled downloads (on request) to servers in low demand periods with expiration date and time.
