  3. We need a firewall to protect our critical servers (DNS, Governmental, etc) from cyber attacks. We should be able to close off International traffic at the flip of a switch should we come under attack.

  4. Forcing companies, manufacturers, and individuals to relinquish their archaic hardware and software will produce a temporary spike in hardware sales, as well as ensure that our modern, sophisticated standards are universal.

Banning the sale and resale of outdated hardware like IDE hard disks, floppy diskettes, USB 1.1, 32-bit processors, and other outmoded equipment ensures that consumers are buying top-of-the-line hardware with longevity. It also frees developers from being forced to shoehorn in functionality for equipment that should no longer exist.

Forcing the adoption of modern software standards like FAT32 formatting, current-generation Web browsers, external stylesheets in Web sites, XML-compliant document…

  6. Ours should be a nation in which information is made available whenever possible. As state & local governments continue to tackle the challenges of limited access, federal agencies mustn't forget that competitors & enemies exist abroad. Our federal government must follow the example of the private sector in its commitment to excellence in data security.

  8. A CTO/CIO that is only a policy advisor with no department is pretty easy to marginalize in an organization as large as the US executive branch. For this reason the position must be a full cabenet member and department head with a staff, budget and mission.

The position must be the head of an executive branch Department of Information Technologies with a title like Secretary of the Department of Information Technologies rather than CTO or CIO. The department must have administrative and executive responsibility over the full life cycle of executive branch information systems, providing advice, expertise, implementation, operations monitoring…

  9. Too much of our government money is going to support people being educated in fields that do not support the technological advancement of human existence. While we certainly need people to study a diverse set of fields, and even a few lawyers, our education system is not set up to provide incentives for people to pursue careers in engineering and the sciences. We need to encourage our smartest people to study these subjects. We need to make them desirable. Scholarships for students that choose those fields at the undergraduate and graduate level, and high school "scholarships" to allow more qualified…

  10. "Over the past five years, few companies in the tech industry have even considered an IPO in the U.S. thanks to draconian policies in the form of the Sarbanes-Oxley Act that make it far too costly to be a public company in this country. And in the process, the government's fear of companies has made the U.S. far less competitive globally and American-based tech firms have felt that strain."

  11. Why shouldn't we have WiFi everywhere? The cell phone carriers are asking for a huge premium that we all know is a ripoff compared to the rest of the world!

Bring free WiFi to the entire nation - let us have no roaming!

  16. So much of the business of gov is working with other gov agencies fed/state/local....what if all gov information and services were available over common evolving API's?. Integrating data, tracking funds, coordinating services would all be better enabled, imagine what applications could be developed...this would be the Fed in the position of establishing the standards ----rather than building the uber UI.

  17. The CTO should create a website where all pending legislation is posted. Then citizens could review bills and vote on whether they think it would be good for themselves and theirs neighbors.

This information would then be shown online in real time allowing congressional representatives to see how their constituents feel about a given bill.

This would inherently let our elected officials know how we feel on any given issue or bill.

  19. Every year tens of thousands of new Ph.D.s are earned in the U.S. many of them by international students. Unfortunately, many of these educated workers are forced to leave the U.S. due to visa issues.

The future of the United States will be built upon its technological advantage, and the more people we educate and then send away, the faster that advantage shrinks. These are the best and brightest minds in the word. We have, in many cases, funded their educations. They want to work here and build the future of America, all we have to do is let them.
