Leash RIAA, MPAA etc. before they rob and accuse everybody
These two have been extremely intimidating in the field of copyright and intellectual property. They use (dirty) tricks and unclear or no evidence at all to rip people off on the grounds that they violated copyright.
This practice has to STOP and media giants have to realize that the problem is not piracy (they even accused kids!) but their methods of profiting from music and video industry.
Time has come to put the end to their reign of terror.

eliminate the BCS and implement a college football playoff
the BCS is a biased and unfair system to determine which is the best football team in college football. we waste immeasurable time, energy, and bandwidth complaining, debating or hyping who should be #1. use diplomacy and creativity to develop a playoff system that is fair and ethical so that the true #1 is determined on the playing field.

Create a government info site.
Documented in a user friendly way in which every cent you spend and every law you enact is publicized and explained in a user friendly way format similar to that of wikipedia or other web 2.0 sites in which comments are permitted and encouraged. This would create "civic initiative" and get everyone involved in their democracy.

Congress shortsightedly abolished the former U.S. Office of Technology Assessment (OTA) in 1995. In the meantime many European nations have strengthened their institutional capacity to anticipate and guide technological innovation and to understand science-and-technology intensive policy issues. Denmark especially has excelled in developing mechanism for allowing laypeople to participate in policy deliberations related to science and technology (see www.tekno.dk/eng).

Set the Goal of a Full Fiber America
We don't just need broadband everywhere and Internet for everyone, we need to acknowledge and embrace that the endgame for all this is a fiber optic cable to every building in the country. We don't need competition between the characteristics of broadband pipes; we need competition between services that run over a common infrastructure with unlimited capacity.

The use of then Social Security Number (SSN) as a unique identifier for US citizens causes many problems. Most significantly, it is a identity theft risk when it is exposed, but its widespread utilization means that it must often be revealed. Encourage educated foreign citizens to stay/come to the U.S.
Increase the length of time a foreign born individual can stay in the U.S. on a student visa, and fast track visas for those who are skilled and educated. Allocate a percentage of the visas to be used for the most highly skilled applicants.
Also, reduce the uncertainty for the visa application process. Currently, employers sponsor an applicant (approx $5k) without any sort of guarantee that the applicant will recieve the visa.
