  2. Political robo calls are now exempt from the DoNotCall.gov and most state do not call registries.

    As we all experienced, robo calls are now the spam of the telephone. PEW reported that 81% of Iowa voters received them in 2007 and 60% of all voters received them in 2006.

    It is easy, just add political calls to the do not call registry.

    Do it now.

  6. People are really adamant about network neutrality. Let's not get carried away and drag a whole lot of baggage along with it. Focus on the real issue. Any network infrastructure (any routes over physical medium that traverses public property) should be 100% content neutral. Only charge for bits and bandwidth.

  7. Each Congressman/Senator should make policy ideas available for comment and available for suggestion in their local constituencies using UserVoice

    Each Congressman/Senator should twitter their most recent meetings/discussions with links to relevant policy, articles, bills, etc.

    Each Congressman/Senator should be required to explain their votes in their blog with a meaningful and useful rationalization of their decision.

  8. "Every year, an estimated 400 million units of obsolete electronics are scrapped. Four billion pounds of electronic waste, or e-waste, was discarded in the United States in 2005, accounting for between 2% and 4% of the municipal solid waste stream. As much as 87.5% of this was incinerated or dumped in landfills. Of the remaining 12.5% collected for “recycling,” industry sources claim that about 80% is exported to developing countries where it is processed in primitive conditions, severely endangering the environment, workers and communities. Pollution created by irresponsible e-waste processing can also come back to haunt those in the exporting…

  9. All federal government agency cyber security postures are a wreck. FISMA doesn't work. Security can't be fixed via paper. Dig deep into waht is really happening at each location and fix it for National Security sake.

  10. Why keep separate email servers across Federal government? Why keep data servers in downtown DC, some located in a flood plain? Why not centralize management of, and provide ubiquitous access to: email, portals, collaboration sites, expertise profiles, etc.?

Our nation is in DIRE need of a nationwide communications network that first responders can use.Right now, when different authorities (i.e. local, state, fed) respond to emergency, they are lacking the ability to communicate with one another. It is a necessary concern (and one that Obama has mentioned the CTO would address)

  13. Companies cannot send offensive mail into your home without a wrapper and a notice describing what is inside. Why should TV broadcasts be any different? With the new digital technology, part of the data stream for the programs could be used to put mandatory tags on what that picture frame contains. Sort of like bar codes on each scene you view and each advertisement. Government and industry would come up with standards for these codes. Then programmable units can be built to accept cards or transfers from PC's that will cause the screen and sound to go blank or display…

  18. Eliminate duplicate records in social programs. Based on my past govt work, there is usually around 10-12% of duplicate records for social programs. Recipients get multiple payments for years, and it goes un-noticed. Social spending programs can be reduced by at least 10% the first year.

  19. The RIAA and other private entities currently pursue piracy cases in civil courts with little or no precedent as to what sums of money are reasonable to take from defendants, what levels of evidence are required to convict, and what evidence is admissible in court.

    The CTO should work with the Justice Department to set in place clear judicial guidelines, so that the RIAA cannot sue for overly large sums from defendants, and force them into settlements. The statue of limitations should be clearly defined, so that every lawyer and citizen knows exactly what to expect in a piracy case…

  20. In this information age there is great need for reform to the legal and technical infrastructure in the areas of security, identity, fraud and privacy. The position of CTO is ideally suited for addressing these issues.

    We all know the problems. I will not argue the case here but I encourage spending a few minutes reading the following paper which nicely spells out the issues:
