  1. Separate the operation of the last mile from ISP service.

Have every ISP buy last mile access from companies that operate last-mile service. This has several benefits: ISP have buying power to reduce price, and can encourage overbuilding the last mile, and this would maximize competition among ISPs.

  3. We need to upgrade the countrywide, WWII era system now in place with a GPS centric system that could save everyone money and decrease unnecessary CO2 emissions caused by longer than necessary flight paths and delays.

  4. .

because the mankind has too much problems today (lack and expensive energy, financial crisis, wars, etc.) then, we must give a BIG DREAM to the world and (mainly) to the youngest peoples, something like was the Apollo program in '60s ---- of course, it must be a TRUE program with REAL funds and design to be started NOW

  6. Tax each gallon of gas up to $1.00 as long as current price under $3.00. Use 3/4s of the proceeds to develop alternative energy sources and the other 1/4 to support short term off shore drilling which will continue to help keep the cost of oil down, and thus allow the tax to continue and help reduce our dependence on others for energy.

  9. During the late 90s, efforts to reform the IT Acquisition Process by OSD's Stan Soloway, Marv Langston, Art Money were supported by some 13 non-profits and signed off by Dr. Jack Gansler. These recommendations to establish a technology clearinghouse and streamlined acquisition process have gained broad support by agencies and industry groups but failed to overcome the rice bowls and self interest of our traditional system integrators. Relying on old style architecture and acquisition methods cost the tax payer $15B/year in failed IT programs, and delay the deplyment of critical capabilies by years. The AF Solution Assessment Process is a…

  10. Instead of focusing on individual technologies, the CTO of government build technologies and tools to build a strong community networking across communities, so every community across America is strong, individual and participate in the democratic process on an ongoing basis, instead of democratic process being a point event during election year. A true democracy is established by the continuous participatory process of people of any country. This will completely mitigate the risk of lobby based policies as well as keep our congress men/women and senators true to their promises to constituencies. True Americanism has to be promulgated reflected, represented by…

  12. Put all data used to measure federal program performance and produced by federal agencies online in the most accessible form possible. Run a national competition to produce applications using that data in mash-ups to improve citizens' lives and the functioning of the federal government. To the maximum extent possible, present presolicitation briefings, RFP publication conferences and bidder conferences for federal procurements on video and make them publicly available.

  17. Open the floor for all technical employees at all levels of government. Providing an open electronic forum can revolutionize the way technical problem solving and thinking is done at every level. It might also prevent costly mistakes or ineffective purchases.

  18. The federal veterans administration has it written that the home must be in the name of the veteran. There are situations in second marriages where the home is in the spouse's name. These veteran's are not getting the property excemption in Florida. And the care-giving wife will not even get the excemption after the husband dies. This needs to be changed . Don't you think this is unfair.

  19. I could not use my own doctors whom I treated with for eighter of these insurance coverage. Why becasue they harrassed, insult and challeged medical care needs or should I say don't approve them. As a result from a slip and fall I developed RSD due to lack of early requested treatment. I am suffering everyday now when this could have been prevented in the early stage of offset.
