Remove ALL travel restrictions on Americans
As an American, I feel I have the right to go wherever the HELL I want to go. If the State Department wants to issue a warning about the instability of an area, that's fine, but don't tell me where I can't go, because I'm going to find a way around it somehow. Where there's a will, there's a way.

Legislation & future infrastructure for self-driving cars
Start looking into the future, because self-driving cars are going to be a reality. Look into creating legislation on who can own and operate these cars. Once this becomes a reality in the U.S., new laws and new forms of insurance will have to be created. Will these vehicles have a manual override feature? Mark my words this November 13rh, 2008; the self-driving car will be a reality that we may not be ready for.

pay every teacher in America $100K per year.
If we can spend all of these billions of dollars a year on a war, why can't we do the same for education. That should be the law...whatever we spend on the war is what we have to spend on our education system. Repeal the NET Act criminalizing copyright infringement
The NET Act criminalizes activity that many Americans participate in: copyright infringement for a non-commercial purpose. This law harnesses the power and resources of the government on the behalf of private companies, and leaves a threat of jail time hanging over the heads of too many private citizens. Copyright law is complicated and nuanced. There is no justification for bringing prison time into the equation.

Offer higher incentives for Geothermal
"Solar" is a great buzz word, but the reality is that the technology has a far way to go still. Geothermal energy, on the other hand, already works and has the ability to do far greater good in northern climates than solar can on a dollar for dollar basis. Create Americorps-type "IT Corps"
Work with educational institutions, The Corporation for National Service and nonprofit organizations to form a "TechCorp" so that young IT professionals can offer their talents to enhance and enrich community life through technology support, development and innovation.
For one year service, provide a similar grant/loan forgiveness package like Americorps currently offers.
If applicant services two years---provide additional training and offer incentives for them to earn advance applicant status similar to veterans status for government jobs. Building this corps over the next decade, use these folks to to replace government IT contractor services--- which are inevitably overpriced and often under-deliver.

The products of academic, scholarly, scientific work (scientific articles, conference proceedings, research reports, etc) should be freely accessible to anyone, full-text, without any paid subscription. Knowledge should be accessible to anyone who wants to be informed or who wants to do more research. Also, the access to major scholar databases (such as Medline, EBSCO, OVID, PubMed) should be free of charge to anyone. The purpose of scientific research is to push forward the boundaries of knowledge and to inspire new research, not to make money out of it. The costs of maintaining these databases should be supported by the government.

Teach programming to low income kids
There is no more meritocratic industry than software. Most of the great programmers I know were outsiders or misfits growing up. Learning to program was a refuge from their "normal" life. Only later did they realize that it made for a great career.
Kids that have the knack for technology should be identified early, and given resources to teach themselves to build software, no matter where they are growing up. They'll grow up to be members of a lucrative profession and be able to give back to their communities.

Establish the "gov cloud" for commodity computing
Why keep separate email servers across Federal government? Why keep data servers in downtown DC, some located in a flood plain? Why not centralize management of, and provide ubiquitous access to: email, portals, collaboration sites, expertise profiles, etc.?

A CTO will not have power over courts, legislation and executive orders. A CTO will have power over how government uses technology- so bring your expectations down to earth, and ask for things like more transparency in Federal government and use of open standards in federal communications, documents, etc.
