Protect the internet by *requiring* ISPs to stop botnets
There are millions of malware infested PCs in the world, and many of them sit on US ISP networks. These bots do all kinds of damage to the internet. They are responsible for most spam (outbound port 25) and they are capable of inflicting crippling denial-of-service attacks, sometimes even on entire countries. It's a national security issue and can be controlled a lot better than it is now.

DHS has not has the resources, nor co-ordinated with the national cyber warfare center. FBI does not have the resources to investigate. We need people to take this seriously, as the invasion has already begun. The small printing plant I worked at had its warehouse run by the Russian mob. This is both a crime and a national security issue.
