Build a nationwide firewall
We need a firewall to protect our critical servers (DNS, Governmental, etc) from cyber attacks. We should be able to close off International traffic at the flip of a switch should we come under attack.

While I'm guessing this idea was submitted in good faith, the implications scare me. Firewalls can manage traffic in both directions, so the more of this kind of "switch" we have the easier it becomes to make it a super-filter like in China.
