Bisect The Internet (Governet vs Internet)
Instead of trying to moderate and control the virtual world of the internet, I propose bisecting what we current call the 'internet' into two parts (or more). This would allow for a structured, moderated source for information and products while allowing independent peoples and companies to operate freely outside these domains.
In my proposal, I recommend a new Government run department that sponsors and hosts domains accessible to the world. These sites would operate under an umbrella of strict ethical codes and operating conditions to be considered 'sanctioned'. This would not simply apply to educational resources but also media resources, product sales, and service offerings. Companies would have to go through a vigorous application process and pay fees directly to the government in order to be a sanctioned resource. This 'Governet" would ensure symmetry of information and protection against fraud for end users while providing maximum visibility to companies.
Those wishing to not register for this program would still be allowed to operate freely in the currently existing domain environment but live outside of the protection, sanction, and visibility of the "Governet". Freedom of Speech is America's most prized (and unique) liberties however it does come with a cost: Risk. Should anyone be allowed to place anything for the world to see? Absolutely, that is the freedom we all enjoy. Should that information be held as fact? Absolutely not.
In short, this can be thought of as a portion of the internet succeeding from the United Stated. Those wishing to be within, will be required to pay taxes, obey set laws, and operate under the 'Governet's' umbrella. Those who do not will be completely free to operate in a non-moderated, borderless environment but will not realize the exposure and protection of working beneath the umbrella.
