Seriously. Who gives a shit, we have bigger things to worry about. The Commander in Chief will have much more of an active role in any of this than a CTO, who can't veto bills, or legislate... LAME.

    . . . Just a crazy guess, but I'm thinking he might just delegate some of his work off to others. Like, to a secretary or some such. Now, if he were to decide that he needs more help, perhaps with some sort of new emergent issue, the duties and tasks of said position would be unclear. Hence the public survey.
