Tax each gallon of gas up to $1.00 as long as current price under $3.00. Use 3/4s of the proceeds to develop alternative energy sources and the other 1/4 to support short term off shore drilling which will continue to help keep the cost of oil down, and thus allow the tax to continue and help reduce our dependence on others for energy.
