How? Any method that couldn't easily be circumvented by an 8 year old would, ah yes, Pavitra nailed it, it'd be a horrible infringement of privacy.
Please define "act more responsibly", cause I've got a feeling it means "stop existing". Prohibition leads to all sorts of bad things. Just ask Capone.
