Create a National Grapevine for live social networking.
We need to create a national social network that enables people to gather in live, public Conversation Spaces running on open source software such as http://palspace.tv
Citizens can self organize according to locale, issue, authority, etc. into communities that host on-going public discussions.
Officials, subject matter experts, stakeholders, journalists, students, reseachers, ... in short everyone.. will be able to join in moderated conversations about any social concern.
Conversations will be supported by easy access to tools such as related maps, charts, media, and more throught the use of an integrated suite of applets.
Citizens can install a destop application, phone applets, widgets and other tools that help them stay connected to the people and issues that matter to them.
The National Grapevine needs to be connected to the National Database of Elected and Appointed Officials, so that officials can easily join real time conversations with concerned citizens.

Actually, I am not suggesting yet another Forum type solution... what I mean instead is a live network of people engaged in social conversations via voice. The network would use a call center to provide concierge type assistance to participants, so no one would ever be alone on the network.

Sounds like a typical internet forum. Of course, that's old hat. New and interesting types of internet communications include crazy ideas like submitting ideas and letting everyone vote one them. Maybe they could add comments at the bottom or something.
Snark aside, I think it'd be a good idea for the CTO to encourage officials of all sorts to have their own public boards.
