Incentives for shared heating plants in new developments
Requiring every house/townhome/condo to have its own heat source is inefficient and environmentally unfriendly. Implementing shared heating plants (like those used in many large cities) in new developments will benefit both the owners and the environment.

I have worked with Motorola when she was there and her lack of integrity and lies in claiming credit for many things is appalling. Obama - you dont want this person. For eg she said she oversaw the 3.4B R&D budget with 24000 engrs. That's a lie. SHe only oversaw corp R&D and SW (4000 people). the actual products come out of engineers who are part of the diff businesses. She is a good spin master but no substance. PLEASE AVOID…

Negotiate escalation procedures between ISPs/Providers
ISPs and owners of large networks (hosting companies, colo facilities, Military networks, large corporations) should have an established method of escalating incidents between each other.
Any company with a minimum network size of ____ IPs is required to register. Only registered members can escalate between each other, ensuring that each complaint/escalation is properly formed.
Anyone reporting an incident would provide proof (logs, urls, etc) as necessary.
Depending on the reputation of the reporting entity (i.e. military vs. small ISP), automated action can be taken against the offender(s)
Volunteer organizations, corporations, and other good netizens can join the fight against botnets,…

Encourage local governments to foster participation
CTO can encourage this by setting an example, using open source tools that are easily adopted by local politicians and bureaucrats. e.g making it easier for cities and towns to create their own "311" service like NYC.

Nationwide road pricing would replace the fuel tax and return funds directly to the communities where people are driving. Nationwide road pricing would fund all road/bridge/tunnel and public transit infrastructure development.

Participate in tech standard-setting organizations
Stakeholder organizations develop standards for emerging technology and interoperability all the time. They shape our technological world more than any law in Washington, but the federal government doesn't contribute to their work. This is Larry Lessig's point in his book Code, and Joel Reidenberg writes about it too.
The CTO should engage with standard-setting organizations -- to learn from them, to contribute government perspectives to them, and then to support the results of their efforts.

Reinstate a modern "fairness doctrine"
OK, maybe this is not for the CTO to do, but for the FCC, but... Things have gone massively downhill in the media since the Reagan era repeal of the fairness doctrine. Since the airwaves are public property, and cable systems are monopolies granted by local gov'ts, there's a legitimate public interest in what goes on on both of them. Maybe the fairness doctrine wasn't exactly right as it was, but we need something in its place other than the plutocratic mode of allocation currently in place.

Create new Porn tax to fund school IT projects
Tax all business selling "erotic" products and services and use the revenue to fund IT projects within schools.
Tax revenue can be collected as sales / service tax.
Schools to obtain funding through standard grant process. Emphasis should be on under-funded, low income areas.
