  2. Create HIT Guidelines and Progress Indicators for all health care entities receiving federally funded dollars. Guidelines should be based around improvements to IT infrastructure, with patients access to quick affordable care being the key outcome. I would call the whole initiative "IT-Health" and Promote it as "Healing the Health Care Nervous System"

  4. The intentional invasion of privacy and theft of personal digital property should be a felony and carry a mandatory prison term. Intentionally writing and distributing, or intentionally causing to be distributed, spyware programs should carry stiff penalties. And offering to sell a cure, for an infection you created, should be punishable by 10 years to life in prison without possibility of so much as a dial up conection.

  7. Agencies have not followed standardardized policies and procedures in acquiring IT resources due to internal conflicts in correctly defining requirements and political infighting. This has resulted in IT acquisition failures and budget excesses. The CIO/IT acquisition function has often been relegated to an administrative level, with little or no power to control the acquisition process. The CTO/CIO function needs to be at the Secretary level, working directly for the national CTO, to ensure standard practice in acquiring and implementing IT systems.

  12. Teleworking needs to be promoted at a national level. Traditional workplaces have been slow to adopt teleworking for fear of less productive people. Physically commuting 10s if not 100s of miles a day using fossil fuels is a waste of resources. Promotion of teleworking through tax breaks or other promotional means could help spark the change in workplaces.

  13. As security practitioners, we are entrenched in expensive solutions to secure the data and privacy of those customers we serve. Small and mid-sized businesses do not have an equal footing. A centralized cyberdefense department should work towards securing our electronic borders, much like brick and mortar.

  18. All public documents and websites should be required to be written in plain language ("plain talk"). This especially applies to documents that consumers are required to read and sign when getting a mortgage. All should apply to all government regulations and disclaimers.
