  1. A cabinet level technology position would traditionally be called Secretary ... or in this case Secretary of Technology. Change things a bit and use the name US Federal Government Chief Technology Officer. Refer to the CTO and his/her Office as USG CTO.

  10. Too Much redundancy exists among all Fed Agencies today. Hundred of millions of dollars can be saved by reducing the redundancy as this will reduce dispartiy and lead to improved results from the Feds to the people it serves. This is a big deal. Why shouldn't the Fed not run like any other business?

  13. History has proven that when the American people have sufficient will, they can achieve amazing things. The Manhattan project and moon mission were both great examples of this.

    Completely weaning our country off non-renewable energy sources is a problem that will require an equal level of determination. If we expect to do this, we should dedicate an unprecedented level of resources to the problem. The transition will not be easy, but it will create a huge number of new jobs and will reestablish the USA as a technological leader in the world.

  14. A significant majority of the employed in the US work for small businesses. The small business community has not come to government with hat in hand requesting a "bail out". Instead they work diligently to create creative solutions for industry and government. The large IT contractors may team with the small businesses and thereby give the buying agencies the additional confidence they may desire.

  15. The RIAA and other private entities currently pursue piracy cases in civil courts with little or no precedent as to what sums of money are reasonable to take from defendants, what levels of evidence are required to convict, and what evidence is admissible in court.

    The CTO should work with the Justice Department to set in place clear judicial guidelines, so that the RIAA cannot sue for overly large sums from defendants, and force them into settlements. The statue of limitations should be clearly defined, so that every lawyer and citizen knows exactly what to expect in a piracy case…

  17. All federal government agency cyber security postures are a wreck. FISMA doesn't work. Security can't be fixed via paper. Dig deep into waht is really happening at each location and fix it for National Security sake.
