  1. In a financial services industry that is driven by mere spreadsheets (though enormous ones) they should be automatically be monitored and reported upon. They are impossible to truly monitor by the human eye. There is technology to do this to check for human error, FRAUD, etc at a cell level, all in the background. Why is this not mandatory as many of the discoveries of finserv issues, fraud etc have come about trom the spreadsheets? What do you folks think. For example, see www.clusterseven.com

    freedom of act and thinking. New technologies must be used to improve
    the freedom of the people. They must allow to communicate freely and safely even in
    those countries (like China, Cuba, North Korea, etc.) that are actively
    denying the right to express any kind of ideas that is not in line with governments or with some economic/military entity.

  5. Make sure we have public domain access to simple circuits that we will need to make electric bikes and charge batteries as well as making sure our kids understand electric circuits.

The decisions for funding biomedical research proposals at the NIH and elsewhere is made by 'study sections', small panels of experts who travel periodically to Bethesda and work in private in a quasi-democratic way. Making decisions on the distribution of our tax dollars more transparent and democratic would be helpful and speed progress, though participants would still have to be vetted.   10. A national mandatory rfid tagging program if done in a secure mannor would solve many of our issues. It would virtually eliminate identity theft if all credit, banking info was on an embeded rfid tag. This could be made comletely secure by using a three factor authentication rfid/retnal scanner/vein reader. We could also use such a system to track forigners here on a visa etc. Basicaly this would be a big bother solution and the technology is already here.

  11. We need high-quality Internet connections in libraries. The federal government should take the lead in ensuring libraries have the resources and funding needed to purchase, install, and maintain fast Internet connections for patrons who don't have computers at home.

  18. Create a donation area that lists the government departments. Allow donations to these areas. Sub-categories could also be listed to allow more targeted giving. This will all people to support their special interests and remove some of the current budget burden. In addition, it might also remove, though not eliminate, the need to find more creative ways to tax. It does not have to be tax deductible because that would actually lessen what was given.

Given that the USG CTO's primary mission is the development of Infrastructure and Strategy, the Departmental CTOs should focus on Operations, particularly efforts to consolidate, design, engineer, test, communicate, implement, monitor, maintain and improve operations in support of the respective USG Department. The USG Department and USG CTO missions are complimentary. Departmental CTOs will be expected to efficiently meet the objectives of their Department by leveraging strategy and infrastructure improvements from USG CTO.
