Restructure the EPA to include environmental leaders and green technology companies so that it can become an innovative results driven agency rather than just a regulatory one. It will still need to regulate industries but it also should provide programs, incentives and development direction to help them go green. Using recyclable grocery bags is just not going to get it done.
