Seems an good first step to cover health care for small companies and self employed folks would be to require that any company providing health care for government employees, offer the same program for anyone wanting to sign up. The whole infrastruture is in place now. The insurance companies would need to set their prices knowing that they would have to possibly cover anyone for the same price they are bidding for government contracts. And some restrictions would apply for when you could start or switch coverage. But in essence, as far as insurance coverage goes, regular citizens would be just as if they were government employees.
