Ruby on Rails? I believe the correct spelling is Django. :) Seriously though, it is never good to mandate certain technologies from the top down. The best technology should be chosen to solve a particular task; mandating Ruby on Rails is no better than mandating .NET and Oracle across an enterprise.
Mandate open protocols, don't pre-select technology.
