Yeah, I didn't mean intelligent as in A.I., I meant it as something that would work between states and counties. Sorry for the confusion.

Be careful what you ask for. An 'intelligent computer' voting system would be trained to make decisions for itself. We might have rational leaders selected on our behalf by intelligent computers!
