Stop the H1b and L1 Visas
While there is a recession put the H1b and L1Temporary Technology Worker Visas On Hold. This will allow unemployed American IT workers to get jobs and also encourage students to take Computer Science as a Major. Invest in Americans.

If there were "plenty", then none of them would be paid 6 figure salaries. Seriously, is there a great unemployment of geeks out there?
Also remember that a geek at best buy is not a developer in silicon valley. Likewise, sysAdmins are not necessarily developers. What I'm saying is that there's a pecking order for IT jobs.

As an experienced worker from the Silicon Valley, I can tell you that there's a significant difference between great engineers, and engineers with degrees. The Silicon Valley is suffering because we aren't able to attract top talent from around the work as we used to. This is partly due to the non-availability of visas for such talent.

I think the H1B visa issue is just a way for technology companies to manage their expenses down. I don't think the people that are being brought here are any better than the available talent in the U.S. How "smart" a worker is partly based on experience. So, giving experience to foreigners who then just return to their own country seems shortsighted. Keep the jobs, money and experience here.

You'd rather have the smartest workers in the world working overseas for other countries because we don't have enough visas? This seems like a really bad strategy. We need to encourage high-tech workers and scientists from all over the world to come to the US to work.
