Leaving it in the hands of competitive markets ensures that it will be held back from the necessary expansion because of profit concerns. This is an area that needs to be invested in while maintaining the lowest cost to the public, which is exactly what the utility model does.

I think the H1B visa issue is just a way for technology companies to manage their expenses down. I don't think the people that are being brought here are any better than the available talent in the U.S. How "smart" a worker is partly based on experience. So, giving experience to foreigners who then just return to their own country seems shortsighted. Keep the jobs, money and experience here.
