  4. As of this year, thousands of americans have had their identity stolen due to out-dated privacy measures insured by our banks. The system is based on trust and checks can be passed with just a signature and a bank number. Like airport security, Banks should require more documentation such as a passport and a drivers license, and make it so these documents are harder to copy by adding more security measures such as a unique barcode that changes after each use, and a finger-print id that only the bank would have record of, and that cannot be sold to the…

  5. Esperanto in an created language made with the specific intent to be easy to learn, and to be the primary secondary language for international community. It is very easy to learn and is a language that is currently supported by the UN and Google, as well as other international organizations. It is devoid of national and cultural associations and will be less likely to change once accepted like French did to English following World War II (if I remember correctly).
The basics can easily be learned in a semester or two and studies have shown that those who learn it…

  6. We need e-gov to work, and to do that we need e-government workers. We need some people in government to understand these technologies...and right now its almost impossible to hire and retain this talent. This is a big problem.

CTO should authorize whatever investment/changes are needed to help attract and help agencies compete for IT tallent

We need to tap the ethic of government service/saving the planet/country and working on BIG problems.

  7. They should be bailed out under the conditions that a LARGE percentage of the cars and trucks they will build, will be alternative energy vehicles (heavy and light trucks - CNG & automobiles - fuel cell). Boone has the right idea; new CNG infrastructure (gas stations, pipelines) needs to be built! Americans will buy quality vehicles if they can deliver power and range.

  8. Create a central self service public application where the public can go in to update all their information - census, tax payments, registrations, medicare & view information on their Soc security benefits etc..

Even if just 10% of the population takes advantage of it, this can still shave 10% off the cost of collecting and maintaining such information, and usage would grow with time and increased internet access.

  9. In this information age there is great need for reform to the legal and technical infrastructure in the areas of security, identity, fraud and privacy. The position of CTO is ideally suited for addressing these issues.

We all know the problems. I will not argue the case here but I encourage spending a few minutes reading the following paper which nicely spells out the issues:

"At a Crossroads: 'Personhood' and the Digital Identity in the Information Society": http://www.oecd.org/dataoecd/31/6/40204773.doc

On the technical side, I think organizations like the ICF (Information Card Foundation) are looking in the right direction. I believe a…

  12. INDUSTRIAL HEMP IS LEGAL everywhere in the world except the U.S.A.

This archaic law keeps us from using sustainable fibers to produce paper products, plastics, clothing, and more!

You can't smoke it to get high, so why is it still illegal?

...because the timber industry and William Randolph Hearst didn't want the competition and made it illegal..

The technology for harvesting is available and would cut deforestation by half!

    Save our Trees!

  13. Create a national standard for a personal healthcare record (PHR) that can be used by consumers to carry with them on a memory card and managed on a web site or personal computer.

Mandate that health organizations have a way to use this PHR information and allow the consumer to decide which information is private.

  15. As important as the application of information technology is at the national level, because of the proximity of local governments--particularly cities and counties--to citizens, there is enormous potential for IT applications both to government and to governance at the local level. Notwithstanding the responsibilities of states in this area, the fact that we now will have a technology savvy president and a CTO at the national level will bring a much needed impetus to the transition to e-government at all levels, especially if Obama's CTO focuses on it. This is also an infrastructure issue in terms of equal and easy…

  17. Let's open the space program to corporate sponsorship - we could save billions of tax dollars by allowing companies to sponsor space suits (Nike?), tools (Stanley, Dewalt?), or anything else involved in space flights. Spacecraft are large and could fit lots of ads think of sport stadiums, NASCAR, BASS.
