Require US Content for USG Technology
Most computers purchased in the US today are manufactured with no US labor and have little or no US manufactured content. Require that within 24 months, 49% of all new technology systems purchased by USG be manufactured within the US. Also require that USG only acquire technology (software or equipment costing than $500 USMD* ) that has at least one US supplier that can be produced 100% with US labor and supplies.

Authentication to support secure electronic services
The push for a 21st centruy government hits a wall with knowing just who is at the other end of the connection. It is hard if not impossible to file for many government benefits or services at state, local and federal level because of the inability to clearly identify who the parties to the transaction are. A shift to secure online government services at a certain level requires some ways to address the citizen authentication issue in order to protect their privacy and avoid fraud.
