    I really like this recommendation. I can imagine there are challenges to implement this in a manner for the comments to be considered valuable, and not a lot of 'noise', but nothing insurmountable. I would love to have, and this is key, a popular central resource, that gave me the ability to understand what my elected officials are preparing to vote on, and provide feedback.

    How is this different than the "Ensure the Internet is widely accessible & network neutral" recommendation?

    Not to pigeon hole the scope, but leveraging the soon to be available analog television spectrum white space would be a great place to start. The key would be to provide the service at no charge. I'm sure implementation parallels could be drawn from President Eisenhower's Interstate Highway System.
