    For comments to be useful, people need to be able to comment long before a bill is ready to be signed, which means that we need to lobby the legislature for this. This is beyond the authority of the President.

    Socialized software development? Nobody will want to sell to the government because they can make more money the way it is now, and government will get stuck having to use software nobody else wanted to buy.

    I agree that this should be added to "Ensure reliable & trustworthy election technologies". Open source - important as it is - is only part of the complete solution.
