Increase USPTO staff for examination of software patents
Staff the USPTO with a greater supply of IT and computer science experts so that more time can be devoted to reviewing software patents, ensuring that fewer frivolous patents are issued.

Why waste resources manning an operation which, through its imposition of artificial monopolies, just promotes inefficiency, bureaucracy and waste whilst stifling competition and innovation? If you wanted to stop software getting written and new stuff getting done then, yes, you'd re-employ programmers as patent examiners. Is a software industry full of patent clerks really desirable? I doubt it.

I would rather just ban the USPTO. I fails to come anywhere close to meeting it's charter.
