Focus on improving our intellectual infrastructure
Rebuilding Federally funded science programs with less emphasis on near term outcomes and improving the availability of visas for foreigner who wish to study in the U.S. and remain here after completing advanced degrees would help rebuild the intellectual infrastructure upon which much of the United States' 20th century success built.

Establish data normalization in all govt. databases
Eliminate duplicate records in social programs. Based on my past govt work, there is usually around 10-12% of duplicate records for social programs. Recipients get multiple payments for years, and it goes un-noticed. Social spending programs can be reduced by at least 10% the first year.

DNSSEC Sign the Root Zone
Work out a deal between the US Government and ICANN to have the root DNS zone signed with DNSSEC to increase the security of the Internet for all users.

Add TV Content Labeling to the new Digital TV data streams
Companies cannot send offensive mail into your home without a wrapper and a notice describing what is inside. Why should TV broadcasts be any different? With the new digital technology, part of the data stream for the programs could be used to put mandatory tags on what that picture frame contains. Sort of like bar codes on each scene you view and each advertisement. Government and industry would come up with standards for these codes. Then programmable units can be built to accept cards or transfers from PC's that will cause the screen and sound to go blank or display…

Create nationwide interoperable network
Our nation is in DIRE need of a nationwide communications network that first responders can use.Right now, when different authorities (i.e. local, state, fed) respond to emergency, they are lacking the ability to communicate with one another. It is a necessary concern (and one that Obama has mentioned the CTO would address)

Require a social site for each Congressman/Senator
Each Congressman/Senator should make policy ideas available for comment and available for suggestion in their local constituencies using UserVoice
Each Congressman/Senator should twitter their most recent meetings/discussions with links to relevant policy, articles, bills, etc.
Each Congressman/Senator should be required to explain their votes in their blog with a meaningful and useful rationalization of their decision.

Add Political Robocalls to DoNotCall.gov (do not call list)
Political robo calls are now exempt from the DoNotCall.gov and most state do not call registries.
As we all experienced, robo calls are now the spam of the telephone. PEW reported that 81% of Iowa voters received them in 2007 and 60% of all voters received them in 2006.
It is easy, just add political calls to the do not call registry.
Do it now.

Develop a system for blind trust donations to candidates
The problem with money in politics is not that there's too much of it, it's that recipients of the money know who gave them the money. The CTO should develop a web-based system for blind-trust donations to political candidates. Donors would have no way of proving that their money went to a specific candidate, breaking the quid-pro-quo link.

The new CTO needs to focus on supporting early-stage technology companies in order for the US to stay on the cutting edge of technology. In addition, the CTO needs to have a program the incentives kids to pursue degrees in engineering and science

Give us more than just 10 points!!! Too many good ideas!
How about instead of fixed number of points, you index them to the number of posts, or the number of registered users, or something dynamic rather than static? There are way too many good posts on this site I'd like to be able to vote for.
Further, now that the site has matured, early posts are becoming entrenched at the top, and the hundreds or newer ones are buried at the bottom, out of sight. There needs to be a better way of bringing good, newer posts out of obscurity, and providing more votes is necessary (but not sufficient) for…

Bring Ivy League College classes into all our living rooms
Why can't we all audit classes from the best and brightest professors at Yale and Harvard? And then take an affordable test at thelocal Community College to get College credits. And how about rewarding teachers based on the popularity of virtual classes they create? And why not make it possilbe to learn to install a Solar Panel from a course you download and then take your test and get certified at the local Community College?

Create ubiquitous wireless infrasrtructure
Why is this country so poor at providing cell and internet coverage? Why can't i assume I can make a call in a suburban or downtown area? Why should I need to check a coverage map? We should not. I've talked to friends using skype from very remote parts of the world with better quality than we have here!

FIOS is as fast as it gets for consumers and it still pales in comparison to data speeds found in the most wired countries.

Community members who have lived in big cities and their surrounding areas are now being priced out! Please create policies around building spaces to ensure a neighborhood's vitality, rather than displacing these long time community members for transient businesses and their employees who are not invested in maintaining an area's culture or neighborhood make-up.
