    High-tech jobs won't go to Americans if the most talented people in the global talent pool can't live in America and contribute to our economy. If the most educated, qualified people to fill high-tech jobs are from other countries, we should ease the process of making them Americans. Of course we should strengthen education to make sure that US-born people are as competitive as possible.
