Biggest advantage is energy efficiency. Travel by high speed rail consumes something like 1% of air travel.

This already exists.
Openning up Government Contracting requires MUCH more than a web site.
The real problem is
1) Government procuring managers have no P+L responsibility (no profit)
2) Government procurement rules are designed to provide fairness rather than to get the best product -

This is only about how things are measured, not how the world works.
I doubt it COULD have any impact on gdp

The problem is not the vehicle, it goes into ideas like
PROFIT and LOSS
The government has great difficulty making itself more efficient without indicators of progress like profit.
