    This is a horrible idea. You should use the best tools for a job and not make blanket statements that anything you pay for is a waste of money. I can't tell you how many times I've used free open source software and it's turned out to be a complete waste of time and energy.

    H1B visas bring smart people into this county. Most stay here and become citizens. Don't limit the number of these highly valuable people, expand the number. They build companies, create jobs and foster innovation.

    You can cheat any system... that doesn't mean it's fundamentally flawed and you should throw it out. More people come here on H1B Visas with good intentions than bad.
