Propose a Constitutional Amendment which would explicitly guarantee freedom of exchange and communication, instead of grandfathering in these protections through the freedom of speech protections. Would prevent abuses of information technology, like the widespread warrantless wiretap programs which the government has recently used which isn't prevented by the Constitution. Might not pass but would bring high-level attention to the issue, especially if it was supported at the highest levels.

  3. Recycle all the different wall warts into one standard for phones, laptops, video or music players and all the charged up devices we use, and please make it world wide.

  4. Help reduce spam by mandating signing that includes the expected IP address of sender. If e-mail comes from Joe@abc.com, but the ip included in the signature does not match abc.com or common sites such as salesforce.com that mail as a user on another domain, it can be filtered out. Revisit CAN-SPAM as it hasn't helped.

  5. We never should make it easy for a wiretap to be put in place, because that only leads to telecommunication industry insider abuse. Wiretaps should be at least as hard to set up as they are to apply for from a judge -- and those should be the only wiretaps.

  6. We need a firewall to protect our critical servers (DNS, Governmental, etc) from cyber attacks. We should be able to close off International traffic at the flip of a switch should we come under attack.

  7. Paper ballots, marked by the voter, can be machine counted and hand verified. Transparency from start to finish, and reproducible, audit-able results should be non-negotiable.

  8. The government sent tons of money to people in the form of tax rebate checks, yet we couldn't track how they spent it. (We could only guess based on changes in economic indicators.)
    The government needs to think this through and leverage technology (Paypal or the like) to do this properly.

  9. It seems like people here don't get it. This is the CTO, Chief Technology Officer. He cannot change legislation, free the POW at GITMO, or walk on water.

    The CTO will make decisions regarding the use of technology for the government. Reform in many existing departments might be a start, but it's up to those departments to engage the CTO.

    Service Oriented Architecture (SOA) is the key to running the government effectively.

  10. As Stephen Hawking has called for, America and the world need to move toward colonizing and exploring space. I don't expect this movement to be close to completion by the time Obama leaves office, but progress should be made while we can.

  11. The CTO should work with tech companies already promoting this idea to convince Congress to increase the number of H1B visas available annually for highly skilled foreigners. These individuals are coming to the U.S. for college, but are leaving because the government won't give them visas to stay and work at our high tech companies. American competitiveness was built with the help of highly-skilled foreigners (Einstein!), and now we're losing that edge because of backward immigration policies.

  12. Let's bring choice and market competition to government services. Show me what percentage of my tax dollars are going to each federal service (education, foreign aid, social security, medicare), and then let me buy into those services, or not.

    If I'm not happy with those services, I can take my money to competing private services (private school, Red Cross, retirement plans, health insurance)

  15. We need to know who is being elected or appointed to do what, wherever they are, whatever their level of authority...municipal, state or federal.

    We need to know how and when to contact them, what their voting records and/or other accomplishments are, who helped them get elected or appointed, who they are in contact with regarding official business, and more.

    We need to provide human assistance to people who need information or who would like to contribute.

    The information needs to available in a variety of formats so that we can all access it using various devices and various interfaces…

  18. A space elevator has the potential to bring the cost of spacelift and exploration down to a truly commercial level. Materials technology is quickly advancing to the point where building a space elevator will become technically feasible. Further, funded research and a strong commitment to space exploration would benefit the United States and the rest of the world.

  19. The terrorism of the future will entail not simply bombs and explosions or even chemical warfare, but it will be about hacking into crucial government information (weapons, new development, etc).

    If you've seen the latest Die Hard movie, such an overtake of "the grid" is not something too far fetched or impossible. Please make sure that the US servers holding such information is safe against terrorism!
