  3. While its great to think about what the top priorities of a Obama administration CTO can be, the only way to achieve them is to make sure he or she is located high enough in the administration. Only with the ear of the President, and the authority to make sure the entire Executive Branch gets a 21st century reboot, will any of the suggestions on this list get any serious traction.

The internet can be a powerful tool to help us citizens take better care of ourselves, and be informed participants in our own medical care. Our health is too important for us to continue relying on google, and thus website popularity/visibility, to provide the most credible and up-to-date information. Please create a website or series of websites providing health information and forums for discussion that will be useful to experts and laypeople alike.

We can rapidly grow the economic pie rather than having to fight over the distribution of current financial resources.   7. Create HIT Guidelines and Progress Indicators for all health care entities receiving federally funded dollars. Guidelines should be based around improvements to IT infrastructure, with patients access to quick affordable care being the key outcome. I would call the whole initiative "IT-Health" and Promote it as "Healing the Health Care Nervous System"

  10. Most of government agencies use outdated computers with outdated software. In some cases, it is Windows 2000 and MS Office 2000 with respective hardware. Upgrading to modern equipment will increase productivity of government officials as well as reduce their health problems such as eye fatigue because CRT monitors with 60Hz refresh rate are the day before yesterday.

    Such a modernization plan will also require adequate training for the government staff as migrating to several generations of software ahead will create quite a steep learning curve. While this plan is rather costly in the short run, it will also create the…

  12. We need to encourage long term research and innovation with patient capital. Venture capital only funds projects which can turn a profit in a fairly short time frame.

    We need more businesses with creative solutions to world problems. With the demise of industrial research labs (for example, Bell Labs) there are few places with a critical mass of long term thinking creative types. Universities have smart researchers, but frequently they are not interested in collaboration with industry or in providing practical solutions. Collaboration across diverse fields is difficult in the University setting because many researchers are extremely specialized.

  14. Create a national recommended reading list. Classify it by age and subject and include a short explanation with each book why it made the list.

    How is a young child curious about the world supposed to find a "good" book? Libraries jus accumulate they do not filter.

If the State Department wants to issue a warning about the instability of an area, that's fine, but don't tell me where I can't go, because I'm going to find a way around it somehow.   17. Too many community religious leaders tell their congregations to vote for a political candidate. Broadcasters have equal time rules. Isn't a religious leader a broadcaster to some degree? There should be postage-free cards at every religious organization that could be mailed directly to the Internal Revenue Service if someone witnesses a religious leader endorse a political candidate. The person making the complaint should have the option of being anonymous. If Broadcasters pay taxes, churches should have to also. Each card could have a bar code to identify the church. If enough members of the congregation complain, tax exempt status should…
