Common Enterprise Architecture
To align information management with government functional agencies, there need to be a common enterprise architecture framework to address real time and historical government agencies business requirements.
Case inpoint, the horiffic events of September 11, 2001 could have been prevented if information quality and accessibility to business events in real time mode among agencies such as the CIA, FBI and Defense Department was available.
Thus, a comprehensive assessment of the business architecture, information architecture, application architecture and technology architecture is required.

Sponsor job-creating applications of existing tech.
For example, why not rebuild the auto industry in a way that Detroit hasn't had the foresight to do? Provide incentives for new auto factories building smaller fuel efficient cars - factories & cars built here. In one program we could reward factory automation (robots), domestic job production (even with robots, you need people to run/manage factories), and attack the energy problem.
A similar example would be in textiles. Why can't a highly automated factory based in US compete with cheap manual labor overseas?

Agroforestry for Global Warming
I am not sure that this high tech oriented environment is right, but I will give it a try.
There is a lot of fuss about global warming, but PhDs generate nonsense on grand scales. And Scientific American demonstrated this in its latest special issue:
Firstly by repeating a false dilemma: Biofuels or Food? As we need arable land to grow organic matter for biofuels!
Then a big Catch-22 article: Water vs. Energy. As we need fresh water to grow organic matter!

coordination of criminal databases
There needs to be better coordination in criminal databases. National, state, county and local information needs to be tied together. This would help in stopping criminals from simply changing locations and continuing their crimes. I believe it would also help in the economic situation. By example: I had my identity stolen in 1993 and when I attempted to contact local authority about this they simply told me that I had been careless. Reduce Spam
Help reduce spam by mandating signing that includes the expected IP address of sender. If e-mail comes from Joe@abc.com, but the ip included in the signature does not match abc.com or common sites such as salesforce.com that mail as a user on another domain, it can be filtered out. Revisit CAN-SPAM as it hasn't helped.

Use government web sites to meet agency missions
Currently websites tout lots of organizational bragging and announcing initiatives. Use them to deliver service and make them an integral part to meeting the agency's mission.
If you are homeless, can you find shelter using the HUD.gov website?
If you have no health insurance, can you get it via HHS.gov?
Can you find out if you are eligible for welfare from HHS.gov? If you are eligible, can you apply online?Currently, the answer to these questions is no. Try searching on "welfare" on HHS.gov. You get lots of studies and research...nothing useful to the person who needs some financial assistance.…

require politicians to make public reasons for their votes
Many laws and bills signed and voted for have crazy wording and extra nonsense spending for private sectors. If the laws and the reason why the particular politician voted/didn't vote for a particular law or decision were made public it would hold our politicians accountable more to their constituents.

Implement a national rfid tagging program
A national mandatory rfid tagging program if done in a secure mannor would solve many of our issues. It would virtually eliminate identity theft if all credit, banking info was on an embeded rfid tag. This could be made comletely secure by using a three factor authentication rfid/retnal scanner/vein reader. We could also use such a system to track forigners here on a visa etc. Basicaly this would be a big bother solution and the technology is already here.

Send humans to Mars
NASA has inspired generations of Americans to study mathematics and science, all while providing us with real, practical results (solar energy, improved ceramics, GPS, better telecommunications, personal computers...). Unfortunately, NASA became derailed after the Apollo program ended and its funding has dwindled. Restore NASA to its former glory and give it a goal they can really sink their teeth into: Send humans to Mars!

Create a Department of Efficiency
The Department of Efficiency's objective would be two fold: 1) further current technologies by making them more efficient, and 2) to dedicate a research facility and staff to work on new, more efficient ways to do things.
Examples of the first objective would be to improve battery technologies, or simply expedite new technologies to the market.
Examples of the second objective would be to create a new people moving device that can move people faster and with less energy or greenhouse impact on the environment.

Combine Municipal Databases
I do some volunteer work with students in Trenton, NJ. One year one of the students I worked with had the misfortune of having his parents threatened with eviction. We were able to work it out, but that was as a private citizen. If a student's family is going to be evicted, that affects the students performance at school. Any family with children enrolled in a public school district, should be guaranteed help when threatened with eviction. Eviction notices are issued by the Sheriff. Make All New Cars come equipped with EZ pass capabilities
It would work like this all cars would be equipped with EZ passes. Payment would be done seamlessly at gas stations when drivers filled up for gas or when a car was serviced or when a car was inspected.
It would need a programming initiative for all of the above to be upgraded to the proper equipment.
