    I think this is a good idea, but is this really something for the chief technology officer to address? It's not exactly related to technology.

    While I think this sounds like a good thing to do, I do not feel this is important enough to be a top priority item. I'm sure there are more important issues that should be addressed first.

    While I support the idea of letting the people choose how they wish to distribute their tax dollars, this is not an appropriate issue for the chief technology officer to address.

    This does not appear to be a valid task for the CTO to take on. Prehaps a more appropriate suggestion would be to ensure privacy on the internet or over networks.
