An error occurred while saving the comment DCdawg commentedThis is not possible. The government has special processes that are required by law that cannot be served by open source. There are so many laws and rules that the government has to follow, going all open source is not feasible. HOWEVER, I do think the government should use open source when it can!

But when it comes time to do it, the agencies never get enough money to rework existing programs to be able to work with open standards. Contractors who claim they can help are money pits who hire unqualified people who cannot do the work.
If you want open government, write your member of congress and tell them to fund it. Without funding, nothing gets done!

In addition to FISMA, most agency have certain privacy laws and security policies that they need to implement to protect citizen data. It's just not easy as "let's do it." We have to look at the cost-benefit compared to the risk.
Modernization needs to go beyond the desktop. Backend systems and processes need modernization. Fat-client systems need to be replaced with light or web client systems that are easier to deploy and maintain. Instead of stovepipe systems, they need to be made modular and reusable. A lot of money is need to do this!
