  2. We need to upgrade the countrywide, WWII era system now in place with a GPS centric system that could save everyone money and decrease unnecessary CO2 emissions caused by longer than necessary flight paths and delays.

  3. The ballot box is not the time or place for the voter to get an education on the candidates. History has shown a candidate's party does not necessarily represent their values which means many votes are cast with false assumptions based on information provided in the ballot box. This of course dilutes the votes of people that actually did their homework. So, either remove the party affiliation from the ballot or add an issue matrix for each candidate tot he ballot and toss the party line voting. Perhaps replace it with an issue line vote.   4. The new CTO needs to focus on supporting early-stage technology companies in order for the US to stay on the cutting edge of technology. In addition, the CTO needs to have a program the incentives kids to pursue degrees in engineering and science

  6. Separate the operation of the last mile from ISP service.

    Have every ISP buy last mile access from companies that operate last-mile service. This has several benefits: ISP have buying power to reduce price, and can encourage overbuilding the last mile, and this would maximize competition among ISPs.

  9. With terrorists and goverments continually getting more sophisticated, we need to protect ourselves on the internet front. We aren't prepared for an attack on our systems and no one's going to take it seriously until it happens. We don't seem to learn.

In the meantime many European nations have strengthened their institutional capacity to anticipate and guide technological innovation and to understand science-and-technology intensive policy issues.   14. Many, if not most, federal IT projects and their subsequent operation are handled by contractors and vendors. While the individuals managing these services are quite competent, the management overhead and inflexibility brought about by the contractor management process makes these operations very inflexible and slow to change.

    Bringing these operations back in-house and building an engineering driven organization that can move quickly to provide serve the quickly changing technology needs could save billions in wasted money and time.

  16. Instead of being another bureaucrat to administer government policy on technology, the new CTO should be the national visionary on the potential for emerging technologies to improve both government and citizen's lives.

    The other suggestions, while having merit, are focused on existing problems. Lets do something new and look forward instead of backward as bureaucracy tends to do.
