Make sure all public services use open formats/protocols
Public services should use open formats and protocols.This promotes:
- interoperability
- lack of lock-in
- democratizes access
- promote competition between providers
- allows for support from other providers than the original vendor

Fund ultracapacitor technology research for electric cars
Battery technology will never catch up to the power production of fossil fuel vehicles. It takes too long to recharge and they will go bad before the car is no longer useful.
Ultracapacitors on the other hand have a longer lifetime and recharge much, much faster than batteries. Funding and research needs to be done to make a fully electric vehicle that will compete/replace gas and diesel vehicles, in an effort to drive down fuel costs for Americans.

Focus on open government and fully comply with the freedom of information act, making archives of data available via the Internet for search and via Web 2.0 API's. , along with the copious amounts of taxpayer funded research and data.

Get congress to use a concurrent versioning system
Congress needs to publish who did what to which bills when. If a congressman won't publicly stand by a change to a law, then perhaps that change doesn't belong. Allowing members to comment on the change would also help. The overall goal should be to encourage transparency, and to eliminate people "slipping in" last minute changes.

Form NEA (nat. technology admin) for energy indep by 2020
It is clear that Energy dependence on foreign oil threatens our economy, frames our foreign policy and limits its effectiveness and contributes to global warming. by forming a NTA (national technology administration- with the first objective of making this country energy independent by 2020) this new CTO would determine which technologies should be explored and supported, developed to acheive this objective.
Energy independence would accomplish a great deal in stabilizing the economy, provide jobs and reduce the threat of global warming.
No doubt it would provide a model for other developing countries on how to deal with those impending problems…3 votes -
tax-penalize companies who overuse H1B to keep wages down
Many or most large corporations are using off-shored IT resources because they are cheaper. They are also hiring a lot of foreign H1B-visa employees, claiming that similar expertise cannot be found in the U. S. work force. This is a blatant misrepresentation; there is plenty of expertise, but it costs more. Use of H1B's for jobs which Americans could fill should result in a higher tax burden.

Establish Wiki sites for the White House and Congress
As technology improves and works its way into more and more homes, it can revolutionize the concept of a government "of the people, by the people, and for the people".
Some of the best ideas for the governing of this nation are in the minds of people who may never set foot in Washington. A well-run Wiki could give people the opportunity to share and develop these ideas for new or revised legislation and for the implementation of federal law and programs.

Unified Civic Network
The Obama administration should sponsor, in partnership with various public and private entities, the creation of a unified meta-network of state, county and municipal online communities.
The government should not own this network, it should be built as a co-op owned by the citizenry and managed by a non-political, trans-partisan organization. Government entities will be able to participate in an official capacity but not moderate citizen participation.

form indep. agency to scientifically evaluate govt. programs
Government programs are created with specific aims in mind, frequently relying on advanced technology, or on scientific research. These programs sometimes succeed or fail, both of which are valuable outcomes. In our current paradigm, failure isn't admitted (e.g. DARE), vested interest perpetuate bad programs, and successful programs languish for lack of recognition or support.
We need an independent agency, staffed by retired scientists, academic faculty, and smart independent parties who are responsible for evaluating and grading existing and potential government programs based on their technical merit. Public access to economic data
The Secretary of Commerce is responsible for producing economic metrics, such as the GDP, inflation numbers, cost of living, etc. This information is supposed to be publicly available, but is difficult to get to. Wider dissemination and easier access for the public, especially to the underlying census and economic data, would allow a much richer understanding of our economic climate, and promote more rational decision making in business and personal finance.

Accelerate a national electronic health information network
Natural disasters like Hurricanes Ike and Katrina, and heinous crimes like 9/11 have demonstrated the incalculable value of electronically available secure health information. Private sector ventures like Microsoft's HealthVault and GoogleHealth have paved the way by addressing and mitigating privacy/security concerns. It is way past time to take this to scale.

decriminalize copyright violations and make them a tort
Right now, people can be jailed for violating copyright. Copyright violations should not a criminal offense and public funds should not be used to enforce essentially contract disputes.

Transparency in govt. regulation and lobby monitoring reform
Post all regulations by industry and companies that are in compliance and those who are not. The simple act of this audit will allow citizens to check in on both companies and those assigned (govt.) to regulate. If a checks-and-balances system were actually in place, maybe the credit derivatives market would not have transacted $256 trillion of business on the OTC without someone screaming "STOP!"
Lobby groups should have transparency by registering online and all meetings with congress and senate persons must appear in an online calendar with all documents (Word, Excel, PowerPoint, etc.) posted so we see how discussions…
