    Unfortunately, the CTO (Chief Technology Officer) wouldn't have any power or jurisdiction in this area.

    For an example of how powerful open data and statistics can be there's a wonderful talk on TED from 2006 (there's another talk the following year if you're interested too):

    Hans Rosling presents the dynamic use of statistics and open data buried in UN databases and makes it free. It's a great video.

    This is just my understanding but doesn't Japan have much higher population density than the United States. You need to run a lot less cable per capita than you do here. I still think this is a great goal. I wonder how feasible it is though. If anyone has some good stats or info on this kind of idea post it so I can check it out.

    Thanks for the link. I like the other idea better (the one about disclosures). Caps are almost mandatory (I doubt many ISPs could stay in business if every customer was offered the promise unlimited bandwidth), as bandwidth is a limited resource. As long as the caps are clearly stated and understood, they're fine in my sight. Once everything's out in the open, users can choose with their wallets.

    I think greater connection between citizens and policy makers, politicians, and our elected officials is a wonderful, wonderful idea. I support initiatives like this whole heartedly.

    I'm an advocate of this, but I'm not sure what the chief technology officer would have to do with this. Wouldn't his office have more to do with IT and infrastructure than science?

    I disagree. You may not like the CTO of your company, but part of that is probably because he's out to protect the interests of the company. But a national CTO "should" be protecting the interests of the constituents and based off the initiative taken in this site that seems to be the idea.

    A national CTO is an overdue position in my opinion.
